Simple answer is YES. In order to submit an offer on a property you must submit an up to date pre-approval letter from a lender with your offer. The value of getting pre-approved prior to starting the search is invaluable. For example even though you may be pre-approved for a $500,000 house, you may be more comfortable with the payment of a $425,000 house. There are also many factors that go into your monthly payment like real estate taxes and homeowners insurance and having that information prior to starting your search is important.
Yes, you can, technically. But more than likely you will come up against resistance from the seller. When you purchase a house you are purchasing a “used product” unless you are buying new construction. It is normal that a house will have some wear and tear. General rule of thumb is to focus on any health, safety or structural issues that come up on the home inspection.
